Kimberly Madsen

​Dr. Kimberly DeGroff Madsen is the Operational Excellence Manager for the State of Utah Legislature. She completed a Ph.D. in Public Affairs at Indiana University, where she researched how gender, ethnicity, and corruption affect perceptions of the legitimacy of Kosovo Police. Her service positions include Chair of the Board of Directors for Utah Global Diplomacy, Founding Council Member for the Rumsfeld Foundation Alumni Leadership Council, and advisor for the U.S. Global Leadership Coalition Utah Advisory Committee. Kimberly was a Rumsfeld Fellow for two consecutive years and a Fellow for the Kosovar Centre for Security Studies in Pristina, Kosovo, where she worked on police integrity and prevention of violent extremism. In addition to her Ph.D., she completed a Master of Public Diplomacy at the University of Southern California, a Master of Slavic Linguistics at Indiana University, and a Master of Public Administration and a Bachelor in Russian at Brigham Young University. Her professional experience includes working as an analyst for the U.S. Government Accountability Office in Washington, D.C., as a Russian and public administration instructor, and as a Director of International Outreach for two foundations. She speaks Russian and has studied Bosnian/Croatian/Serbian, Ukrainian, and Estonian and enjoys hiking, traveling, and spending time with her two children.
